The e-commerce law is designed to provide important fundamental rules for promoting e-commerce locally and internationally by recognizing the validity, power, applicability and acceptability of e-commerce. Of electronic systems Electronic records and electronic contracts, as well as the validity of electronic records and electronic signatures set by the State institutions of the Kingdom of Cambodia.
The purpose of this law is to promote consumer protection and access to clear and sufficient information about goods or services sold electronically, and to prevent any conduct that may adversely affect e-commerce. Safely and confidently.
This law has been developed in line with international principles that are applied internationally and is integrated with the experience of ASEAN countries, especially the regulation of electronic payments.
This law will actively contribute to the development of the digital economy in Cambodia in the development of legal and regulatory frameworks that support electronic and digital activities and processes that need to be designed and updated to be able to create a strong digital economy as well as Ready for the arrival of the Industrial Revolution 4.o.
The law will allow SMEs in Cambodia to integrate into local and international supply chains and markets, as well as encourage innovation and innovation of new products and services.
The e-commerce law is composed of 12 chapters and 67 articles, including: Chapter 1, General Provisions, Chapter 2, Validation of Electronic Communications, Chapter 3, Electronic Communications, Chapter 4, Electronic Records and Secure Electronic Signatures Chapter 5 Intermediaries and Providers for Electronic Commerce Chapter 6 Consumer Protection Chapter 7 Activities and Operations of Electronic Government

The law was approved by the National Assembly on 8 October 2019 at the 3rd National Assembly Session of the Sixth Legislature, where the Senate completely reviewed the form and its law on October 18, 2019 The fourth legislative mandate was promulgated by the King of Cambodia on November 2, 2019.
